Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 11/08/2019 including time-in-grade restrictions, specialized experience and/or education, as defined below.Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level.).For the GS-9 level:
Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service. Experience that demonstrates a fundamental knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. OR A combination of education and experience as listed above. For the GS-11 level:
Three full academic years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree (i.e., LLM, etc.) from an accredited college or university in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, education. OR One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service. Experience that demonstrates the competence to independently perform a range of administrative specialties, such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. OR A combination of graduate education beyond a master's degree or the first two years (i.e., 36 semester hours) and experience as listed above. For the GS-12 level:
One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service. Experience performing and coordinating a full range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. Experience includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
