Systems Analyst

Under general direction of the Business Systems Manager the Systems Analyst analyzes, evaluates, and modifies existing or proposed databases, systems, interfaces, and related devices. Works with users to define system requirements, ensures timely and efficient manufacturer's software release installation; implements technological solutions; performs Project Management for Information Technology related projects; and may design, encode, test and debug programs and/or user-defined modifications.
Principal Duties:
1. Provide technical direction and support in information modeling concepts, data access, and reporting tools that include designing and implementing in-house software applications; coordinating the customization, integration, and testing of software; installing and upgrading of enterprise applications; identifying and interpreting technical information to develop data solutions; and/or performing other technical related activities to support the City's business processes and requirements.
2. Plan and implement the analysis of specific business problems and related technological solutions; define requirements for creative, logical, and effective solutions; and confer with applicable parties to determine feasibility of recommendations.
3. Evaluate databases, interfaces, applications and/or systems for improvements and possible modifications; plan and develop third party systems deployment; coordinate with users to define system requirements; manage security of operation and application software; and advise users in developing data and system security.
4. Coordinate with vendors regarding hardware maintenance, software maintenance and warranty information for assigned enterprise system(s); assess the need for repair/replacement/upgrade of midrange (IBM System i) hardware and operating system software; and perform troubleshooting, run diagnostics and perform computer programming at an intermediate level.
5. Maintain a broad knowledge of state-of-the-art technology, software, equipment, and systems to include: Windows Server, IBM System i, DB2 for System i, SQLServer, and Unidata.
6. Perform Project Management duties for related IT projects, including project planning, resource management, scheduling, and documentation.
7. Research, analyze, recommend, and implement technological solutions and perform other job-related duties as assigned.
Qualifications:
Required:
Bachelor's Degree in Computer Science, Management Information Systems, Business Administration with Information Management focus, or a related field; and two (2) years experience as a Systems Analyst, Business Analyst or Programmer; or, an equivalent combination of education and experience. Excellent verbal and written communications skills and ability to successfully engage in multiple initiatives simultaneously. Strong analytical and product management skills, including a thorough understanding of how to interpret customer business needs and translate them into technical application and operational requirements. Ability to attain ITIL Foundations Certification within 12 months of employment. Ability to provide on-call support for 24-hour operation systems.
Preferred:
Knowledge and experience with computer operating systems: iOS, Windows Server OS; database management using Microsoft SQL Server, DB2, and/or UniData; Programming and query languages: Transact SQL, RPG, UniBASIC, and CL on the System i; and administration of applications including: ArcGIS mapping applications, Microsoft SQL Reporting Services, LaserFiche Document Imaging System, and various municipal focused Enterprise Information Systems such as: Sungard Public Sector, EnRoute Public Safety and PCSS Municipal Court products. Knowledge of desktop PC applications, Microsoft Active Directory network environment, working knowledge of PC hardware and ITIL Foundations Certification.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
